The South African National Defence Force is advancing its operational readiness plans with the initiation of Exercise MATHA and Exercise PHIRIMA following the announcement by State President Cyril Matamela Ramaphosa that 4 November 2026 has been declared the official date for South Africa’s Local Government Elections.
In line with its constitutional mandate to support civil authorities when required, the South African Army has commenced structured planning to ensure a prepared and deployable standby capability should any eventualities arise during the electoral period.
At the centre of this effort is Headquarters 43 South African Brigade which has been tasked with the execution and coordination of both exercises. Exercise MATHA and Exercise PHIRIMA will be conducted in Venda and Bloemfontein respectively forming part of a broader national readiness framework aimed at ensuring stability support operations are fully rehearsed and synchronised across relevant formations.
The planning cycle began with a Concept Development Conference held at South African Army Headquarters in Pretoria which laid the foundation for the Initial Planning Conference subsequently hosted in Bloemfontein. This progression reflects the SANDF’s structured and phased approach to operational planning ensuring alignment from strategic intent through to tactical execution.
All South African Army formations were represented throughout the process and were joined by elements from other services and divisions within the SANDF reinforcing a joint and integrated approach to mission preparedness.
During the Initial Planning Conference planners were organised into specialised workgroups to address the full spectrum of operational requirements. These included a Scenario Workgroup responsible for developing realistic operational scenarios aligned to potential election related contingencies an Operations Workgroup covering Operations Plans Training and Medical support coordination a Real Life Support Workgroup comprising Human Resources Logistics Occupational Health and Safety Finance and Budget management a Public Information Workgroup focusing on Signal and Communications infrastructure and support and a Media and Visits Workgroup responsible for Operational Communication and stakeholder engagement
This structured approach ensures that all critical components of deployment planning are addressed from force preparation and sustainment through to communications and public information management.
Exercise MATHA and Exercise PHIRIMA form part of the South African Army’s ongoing commitment to maintaining readiness for domestic support operations. The dual exercise construct also provides a platform to test command and control structures logistical sustainment systems and inter agency coordination in preparation for real world contingencies.
As planning continues the focus remains on ensuring that the SANDF stands ready to support a safe and secure electoral process in line with its constitutional responsibilities while maintaining professionalism discipline and operational effectiveness across all participating formations.
