The agreement, concluded between the Government of Angola and the Italian financial institution Intesa Sanpaolo, is backed by the Italian export credit agency SACE. It covers the full project cost including insurance premiums and supports the acquisition programme for the Ministry of National Defence.
Under the terms of the Presidential Decree, Angola will procure 12 Leonardo AW119M helicopter aircraft and two AW119KX helicopter aircraft. The package also includes pilot and technician training, technical publications, spare parts and ongoing technical support to ensure operational readiness and sustainability.
The Minister of Finance has been authorised to sign the financing agreement and all associated documentation on behalf of the Angolan government.
The AW119 series, manufactured by Leonardo, is widely used for training, utility transport, surveillance and light military operations. The platform is valued for its versatility, reliability and suitability for operations in demanding environments, making it a strategic addition to Angola’s defence aviation fleet.
In a separate but concurrent decision, President Lourenço also authorised a €54.6 million financing agreement with the Bank of China, supported by China’s export credit agency Sinosure, to implement a national digital education programme.
The initiative is aimed at modernising information technology infrastructure in schools and improving digital literacy among students. It forms part of Angola’s broader strategy to strengthen human capital development and modernise the national education system.
According to government statements, the financing will cover 85 percent of the commercial contract value and 85 percent of the associated insurance premium, ensuring full implementation of the digital transformation programme.
Together, the two approvals reflect Angola’s parallel investment approach in both defence capability enhancement and long-term socio-economic development.
